WinMerge is a very useful tool with a straight-forward and visually pleasing interface. It handles DOS, Unix and Mac files, supports Unicode and is available in several languages. If you are happy with a "rudimentary Visual SourceSafe and Rational ClearCase integration" only, then this is the perferct solution for your file comparing and merging jobs.

really, it sucks. It only allows you to compare then copy, not perpend or append the older file into the newer one.

This most useful program I have ever used! I use it on a daily basis to check
remote vs local websites in dreamweaver and winscp and locally to merge
features back to a central repository. Works great with TortoiseSVN too!

The software is decent, but it needs someone with product design / usability experience to pitch in. The default color scheme uses far too many colors and is distracting. Essential features like automatically refreshing a file that changed on disk are missing - yet it has more advanced features like being able to open zip archives directly. Again, it's decent software but needs some usability refinement.
